OPENING AN ENGLISH LANGUAGE CENTER

Conditions for the English language center to conduct educational activities

- There is a decision on establishment or approval of establishment by a competent person specified in Clause 1, Article 47 of Decree No.46/2017/ND-CP.

- Having managers, teachers and technicians to teach theory and practice to ensure professional qualifications as prescribed;  accountant, and treasurer to meet the center's operational requirements.  The number of teachers must ensure an average ratio of no more than 25 students/1 per teacher/shift.

 - Having enough suitable classrooms and function rooms to meet requirements of the training program;  office for the administrative apparatus according to the organizational structure of the center to serve the management and training.  The classroom is well-lit, with a minimum area of ​​1.5 m2/student/shift.

- Having textbooks, documents and equipment for teaching and learning as required by the training program;  have libraries, laboratory facilities, internships, practice and other facilities meeting the requirements of training programs and scientific and technological activities.

• Conditions of staff:

The staff includes the director of the center, a team of teachers, and support staff (administrative staff, accountants, receptionists, security guards, etc.)

• Conditions for the Director of the English language Center:

In the Appendix accompanying Circular No.21/2018/TT-BGDĐT, according to Clause 2, Article 6, the Center Director must ensure the following conditions: Having a good personality; Having management capacity;  Graduated from a foreign language university or graduated from a university with a foreign language certificate of at least level 3 according to the 6-level Foreign Language Competency Framework for Vietnam or equivalent (for directors of English language centers). Experience in the field of education and training.

• Conditions for Central Teachers:

English language center teachers must ensure the following conditions: have a college degree in foreign language pedagogy or higher or have a college degree in foreign languages ​​or higher and a certificate of pedagogy.

• Infrastructure conditions:

Each English center needs to have at least 3 classrooms and a common administrative work area.  At the facility, it must be inspected and issued with a record of eligibility for fire prevention and fighting by the competent fire protection police agency.

• Conditions for Center Name:

Note that the center's name is set according to the structure: English Center + proper name

For example: Thien Yet English Center, LISA English Center, etc.

Procedures for setting up an English center

The process of setting up an English language center will be done according to the following steps:

Step 1: Prepare the establishment dossier and submit the application for establishing the English language center to the registration agency

Organizations and individuals send 01 complete sets of documents directly or by post to the Department of Education and Training of the province/city where the English Center is located.

Step 2: The steel-granting agency conducts the appraisal of the documents and receives the assessment team of the teaching institution

Within 10 working days from the date of receipt of the correct dossier, the competent person specified in Clause 1 of this Article shall coordinate with relevant agencies and units in organizing the actual appraisal of the feasibility of the ability to meet the prescribed conditions and recording the results in the appraisal minutes

Step 3: Get a license to set up an English language center from the licensing agency

Within 05 working days from the day on which the appraisal result is available, the competent person specified in Clause 1 of this Article shall decide to allow the center to operate the education.  If the decision has not yet been made to allow educational activities, a written notice shall be sent to the center stating the reasons therefor this.

Documents to be prepared to set up a language English center

• A written request for an educational operation license;
• The decision on the establishment of the center issued by a competent person;
• Regulations on educational activities of the center;
• Report on working equipment of the office;  classrooms, practice rooms, and training establishments in which there must be documents proving the lawful rights to use land and houses;  funding sources to ensure the operation of the center;
• Programs, curricula, and teaching materials;
• List of administrative staff, and teachers participating in teaching;
• Regulations on tuition and fees;
• Certificate will be issued to students at the end of the course.

Authority to establish an English language center

• Directors of universities, institutes, principles of universities and colleges of pedagogy decide to establish English language centers within the school premises;
• Heads of social organizations, socio-professional organizations, and economic organizations permitted by law to establish affiliated training centers have the authority to decide on affiliated English language centers;
• The Director of the Department of Education and Training decides to set up the English language centers under its authority;  permit the establishment of English language centers under universities, academies, universities, pedagogical colleges located outside the school's campus and English language centers under social organizations, socio-professional organizations business and and economic organizations.
